National Office for Professional Standards

The bishops and congregational leaders established the National Office for Professional Standards (NOPS) to oversee the response to complaints of abuse.

The role of the National Office for Professional Standards is to oversee all complaints from the time a complaint is made. The investigation component of the complaint process is carried out by an independent investigator. If a review of process is later requested this will be carried out by an independent person, not the National Office for Professional Standards.

Bill Kilgallon is the Director of the National Office for Professional Standards.

Those Who Need to Report Abuse

If you, or someone you know has been abused by a Catholic priest or member of a religious congregation, we urge you to seek counselling and healing. You do not have to report the abuse to the Church, but if you do the Church will take your story seriously - even if you prefer to remain anonymous, and even if the abuse happened many years ago.

The New Zealand Catholic Bishops Conference and the Congregational Leaders of Aotearoa New Zealand 1998 revised 2007 & 2010.

In this document are published principles and procedures. The first part gives the principles that must form the basis of the Church’s response to complaints of sexual abuse. The second part describes the structures to be put in place in each diocese to respond to allegations of sexual abuse and the procedures to be followed. The document includes a handbook containing detailed guidelines for the committees who will be responsible for responding to allegations of sexual abuse made against clergy and religious.

Standards for Volunteers and Employees in Ministry

The National Office for Professional Standards 2008, revised 2011.

These standards are intended to provide guidelines for all people who provide ministry to children or vulnerable people on behalf of the Church. The guidelines are not intended to be onerous or to create obstacles for people who willingly provide time and resources to help children and other people to engage in wholesome activities or when providing counselling and spiritual guidance.
